First things first. I know you've probably already verified all this but. . .
Check your Desktop resolution (right-click on an empty area in your desktop, click on "Properties", go to the "Settings" tab, and look in the "Screen area" section) to make sure you're running at a higher setting than EQ is.
It looks like either your Desktop resolution isn't set at what you think it is or EQ isn't keeping your settings when you change them.
If none of those are the case (or even if they are) then I'd suggest posting on Sony's EQ forums at
http://eqforums.station.sony.com/eq/board?board.id=tech. They'll be able to help you more than we can.
Just be sure not to mention EQEMu!
