1017 error Blues heh

I am currently trying to setup EqEmu server just local atm
I read thru all post concerning this error. and so far have tried:

#1) patching (copied over new spell*.* files)
#2) Deleting the account i created before and re-made it
#3) Checked to see if firewall was on which its not
#4) installed a newer Db

So pretty much i am at witts end to what the problem is hehe
If anyone has other ideas your help is greatly appreciated =)
