Wizard type mobs recast their familiar over and over

I watched a wizard mob and he would recast his familiar over and over if he had the mana to do it -- even if his existing familiar still had plenty of time left. This would cause his existing familiar to depop and get replaced by the new familiar.

The new familiar spells are different from the traditional pet casting spells because they have a buff icon that occupies a buff slot while the familiar is in place. You can click away the buff icon to make the familiar go away. That might have something to do with the mob recasting the familiar.

Specifically the mob I was watching was NPC#1471 (froglok wizard) and he was casting Minor Familiar.
