Default Error in GetAccountFromLSID

Didn't see this anywhere else.

I have a winXP server that I can get to run, but whenever I try to log into it, I keep getting in the World.exe window:

Code:
Error in GetAccountIDFrom LSID query 'SELECT id, name, status FROM account WHERE lsaccount_id=64298' #1146: Table 'eq.account' doesn't exist
Since I've never been able to log into my server, I'm guessing that I don't have a character/account database. Is there a fix for it? (and please, if there is, I would need a step-by-step... still learning)

The following precautions have been taken:

Disable Firewall
Swear about XP being a crappy OS for this
Disable Anti-Virus
made DNS entries in the HOSTS file (system32..etc)
Swear again about how XP is "easier" to use
Verified Internal and External IP settings
Checked to make sure no (spaces) are at the end of anything
Cried in my beer

 Patience is a virtue, but this is really irritating the hell out of me.

You downloaded the wrong PEQ, you need the full one, not the keepaccounts one. Full one has an account table.

Made a new db with the proper peq. Not getting all the error messages now.

However, now I still can't log in to the server -- world.exe's screen doesn't show any attempts for player connections.

I've opened the proper ports on my router, disabled both XP and MSBN router firewalls, and disabled anti-virus. No luck.

Now what? ::sigh::
