Make Quest

Me have [eqemu-admin-tool-2.3] and [quest helper ver 7b] !
But Me Don't know how to Make a Quest !

Me use [quest helper ver 7b] open Zone !
but My EQemu no have any .qst !
me need how get the .qst ??

And Me have to other player make it Server !
have see UNknow zone can Set Level and Flag Stats !
me need how to Do Can make the Unknow Zone ??

Me is use Win32 EQEmu 0.3.1.1 ~ DB 0.85 !
