Default Total Offline Emulator Possible?

I've only had a little experience with EQEmu, so don't take this too seriously. Would it be at all possible to create/modify emu for total offline use? ie not having to run patcher, replace eqhost.txt etc.

Yes, host your own login and world server. You will need to know a bit about windows / ms dos, SQL being a plus.

Minilogin (not Public Login) can be used with localhost settings (actually, thats preferred) but only you will be able to connect and play. This should be offline though.
