Default Increasing player strength

I'm just setting up my server, and was wondering what some of the ideas for increasing player strength to lower the ammount of people required to handle events. I'm hosting for a group of 9 people I work with, and wanted to tweak the server to allow group encounters to be handled by 1-2 people and raid like encounters to be handled by 1-2 groups. I've altered the data in the variables DB(PEQ), but that only helps so much, any ideas?

I was looking for something more along the lines of a way to adjust the npc vs pc combat system to save myself from having to adjust thousands of mobs attributes, or thousands of items attributes.

you could always run bulk sql updates against the npc_types table to reduce stats, HP and damage.
