Default Snare Not overriding movement spells

Based on my experiences and the experiences of my friends that have played EQ life in the past, Snares (or its equivalent's [darkness line etc...]) have always overriden any movement enhancements placed on a character. Example: A character has 'Spirit of Wolf' spell casted on itself, a necro MOB casts 'Dooming Darkness' on him, this should effectively debuff him of snare (i.e: remove the SOW spell) AND reduce his movement speed by the correct percentage. I have been noticing many situations where NPCs are casting SOW on other MOBS and then I'm unable to kite them because they are completely unaffected by my darkness lines. Anyways, seemed like a decent problem to report because it effectively removes the ability to kite and split-pull in a lot of evil areas where shaman types are present (Sarnak areas, Goblin dungeons, etc...).

If anyone has any quick code fixes they could show me that would be great ... I'm a c#/Java programmer and just don't have the c++ experience to adequetly start changing code in the EMU. But, if I'm shown where to make the changes then I can get the job done. Thanks!
