Default New tool thought - Skill Caps
If this already exists, just call me blind and dumb =D.

A skill cap editor would be nice for development purposes.

Have a selector for skill, class and a drop down for various rates such as 3 per level, 4 per level, 5 per level etc.

Just a thought.

you can edit skills and caps in mySQL Query browser - it has nice spreadsheet liek format, but the only issue is that skills consist of crap load of rows with skill cap per level. So to edit say 1hs for ranger per level you need to edit 75 lines =)

a tool which could automate that would be nice
