Are there guides for customizing a server? I have read How to Create NPCs, How to Place Objects etc but I still have a lot of questions. For example, how do I set my character to be a GM? Is there a list of GM commands? How do I create a new zone? How do I set up quests for the zone? These are just a couple questions I have. Are there guides for these things?

There is no single guide to walk you through all this, but there are some very good guides available. Probably the best one available is at George's Tools website here. The server guide can be downloaded here. This will answer most of your questions and keep you very busy for a while. For quest development, click here. For GM commands, go here.
