Custom war disc not working

Copied from defensive, only lowered the level and the mitigation. Turning into the GM gives the "I don't need this" message, and in the log I'm seeing "No book to send(MeleeSkillLearn).

Rogue and bard discs I made worked fine. What am I doing wrong here?
