Default Zone mobs

Does anyone here understand how to make a zone pop entirely or even if someone could post how to make a single mob different then the stupid human female I keep getting in everyzone I would appreciate. Maybe it's just cause I'm doing it wrong I use the /spawn thing maybe I should do something else but when I try things like /repop it says the zone has repoped but no mobs are in there....

the mob is controlled by race and gender.
Most mobs are gender=2. The mob also has to be one that is available for the zone, such as rats in Qeynos and orcs in Freeport.

Ok so I type different numbers randomly for race and gender and I should normally get some mobs?? do I have to call them the name they normally have or could I have like an orc named "A will-o-wisp" ??? I tried naming then with normal name but it doesnt work either...

Oh and last thing, is there like a sheet in excel or something in which mobs would be listed with their corresponding numbers for race and gender?? would help me a lot cause I cant seem to make this command work:(
