Default A level editor?

I know this is a long shot, but has anyone ever thought about making a level editer for EQ? There are many of them out there for FPS's with released sources that might have a possibility of being edited to compile the maps in a EQ map format..... I am a n00b to this type of an idea so it is merely a stupid question, just thouht it would be nice if you have the power to somewhat emulate a EQ server if you could make your own EQ story while at it

While you can edit items npcs and quests freely, the world it's self is pretty much impossible to edit. The EQ client is very set upon specific paramaters for each zone, and as all tools to make the world were created in house at Verant/SOE, it would be a nightmare to try to get it to accept something created...
