Default Error 10061

I browsed back and couldn't find a post about this that actually had helpful information so here it goes. When I load up world.exe, everything loads fine except for EQ time of day. It says that "Reading time file failed". Anyways, after that where it's suppose to say
world server listening on:myipaddress port 9000.
It just says
world server listening on: port 9000.
THen it goes into all this nonsense about error loginserver connect: 'tcp connection:connect and fails. Here is my sql and login info
Sql
[Database]
host=localhost
user=****
password=****
database=eq

Loginserver
[LoginServer]
loginserver=eqlogin1.eqemu.net
loginserver2=eqlogin1.eqemu.net
loginport=5999
loginport2=5999
worldname=Hope This Works
locked=false
account=
password=
worldaddress=******

Any suggestions would help me greatly, thanks

Run minilogin.exe before world.exe. I just figured that out as well.
