Error 10060, please help

I get this error when running Boot5zones.exe

WorldServer connect: Connecting to the server failed:
TCPConnection::Connect():
connect() failed. Error: 10060
[Error] worldserver.Connect() FAILED!
[Status] Entering sleep mode

But when i use minilogin it works fine.
It loads everything fine in World.exe and everything up to that error in boot5zones.exe.

Any ideas?
