I've ran the eqadmin tool in both NT and ME, as well as dinking a little with it in '98. In ME and '98 you just had to be VERY VERY patient, took upwards of 10 mins sometimes...

I wasn't technically flying. I was using #flymode 1 upon myself, and when you do that and go upwards then your character appears to jump. When a dragon jumps, they do the "Flying" animation.
