First, your missing 4 lines at the bottom of loginserver.ini

this is not all of it.. re-extract the 0.3.4 loginserver.ini and set it up again.

Secondly, the fact your using zoneNT on win98 is probably your problem. zoneNT was not ment for win9x systems (thats why there is a zone9x.exe in all the other releases). 0.3.4 did not come with a zone9x.exe because none of the devs have a win9x system to test it on.
