the best way to get external Clients onto your system is to use DDNS. go to
http://www.dyndns.com and create an account and go into your router configuration and set up the DDNS with your account info for the site. theres a button you click there to sniff your IP and update the DDNS. then your external clients can modify their eqhost.txt files to say host=whatever you choose for the name:5999 (name.dyndns.com:5999) you will still need to enter their IP's into the account table and update them when they change unless you install the IP updater, then they can do it themselves. everything else looks fine except its the eqhost.txt not .ini
