Just wanted to say thanks for posting the solution!
I doubt I would have ever made the connection between the World.exe issue and the 64bit instal of Perl.
I went ahead and added the warning not to install Perl 64bit to the two wiki pages that I referred to when installing the server:

All of the resources and help on EQEmu is fantastic! I am having a great time learning how to run my own private server!
