Hey, you never know. Maybe this Legends server will be a model for all servers.
If they find that it is so much better and so much more fun etc etc etc they might just expand the program to include all servers.
When you think about it, it could be what they have in mind. Okay so there's going to be about 2000 people selected by legends. That's $80,000 a month.
You might think that's a lot, but it's SMALL BEANS compared to the $4,000,000 a month being brought in by the rest of the 'normal' subscribers.
So, that makes me think that this may be a 'Test' or 'Pilot' type thing. It can't be about the money, so the $40 may have been set to help reduce the amount of people applying to play.
Maybe it will simply lead to more Legends servers, or maybe it will lead to more dynamic content on all servers.

ps. Verrant is not a non-profit organization. They have and will continue to make money. Anyone who thinks that EQ is 'by the people for the people' needs a head check.
This does however NOT excuse them from shoddy customer support (Not guides, they are pretty good, the GM's suck ass) and overall unatisfactory customer relations.
