CMake was the issue
It turns out that the installation is more sensitive than I thought.
I went to CMakes webpage and found versions 2.8.8 thourhg 2.8.12, figuring I would have my installation match the wiki as exactly as possible, because the exact version is not listed just that it is 2.8.
Turns out that version 2.8.10 and below do not support Microsoft Visual Studio Express 2013 for Windows Desktop. I had to use version 2.8.11 and it made the CMake files correctly because the compilation worked this time with no errors.

On a side note it seems that the installation of one of the pieces of software is giving me a api-ms-win-crt-runtime-|1-1-0.dll missing error when I open Notepad++ and when I looked that up online it says to download an update for VS 2015, which I don't have installed. Anyone had this problem on the computer they installed their server. This computer is just windows 7 plus all updates and the programs needed to set up the server.
